Energy plays an important role at all sectors (industry, transportation, household, commercial, etc.). The problems that frequently appear in energy consumption at household sector is the disparity in energy consumption and accessibility for energy resources. The characteristics of energy consumption at household sector in Indonesia are as below: there is a domination of non commercial energy consumption, a domination of the rich household groups in consuming commercial energy, the low of household expenditure average for energy compare to common household expenditure average, and the significantly of annually growth rate in commercial energy consumption at household.
