Flood Control Dams (Bendali) III Gunung Bahagia in Balikpapan City is one of efforts where have by Balikpapan City Government. That’s objective is for ward off flood issues in Gunung Bahagia. This research use for examine the Planning of Emergency Act in Bendali III Gunung Bahagia Balikpapan City in order to appropriate with the Planning of Emergency Act by Civil Construction Ministry. Furthermore, this research can be know the danger potential and result if that dam will be collapse. So that, with this research can make the planning act for inhabitant evacuation who live in lower course of dam, that mean where and how many people must be evacuate. And this research establish that collapse of Bendali III dam besause of piping
