A study that aims to identify the characteristics and qualities of the soil and to evaluate soil degradation based on the Standard Criteria of Soil Degradation for Biomass Production under Indonesian Government Regulation No. 150 Year 2000, is done. The study was conducted in October 2012, at 22 observation points in Tarakan City, East Kalimantan Province, Indonesia. Field data (topography and vegetation) and the results of the soil analysis were processed and evaluated to determine the slope factor, vegetation and conservation factors, and the level of soil erodibility, and climate data used to establish to determine an erosivity index. The estimated amount of tolerable soil loss and eroded soil potential were calculated using a Hammer (1981) approach. Evaluation of soil degradation is determined through the following mechanisms: (1) establish a threshold value of soil characteristics and eroded soil potential based on Standard criteria of Soil Degradation for Biomass Production (matching process), and (2) determine the key factors of characteristics of soil which cause damage to the soil. The study results show that: (1) all evaluated soil observation points were degraded with the number of parameters of soil/land were also varied, (2) between the parameters of soil/land was evaluated, there was one parameter that degraded that difficult to modify, that was the composition of the fractions. Study sites were degraded in fraction composition parameter found at areas of Ladang Dalam (LD), Gunung Selatan (GS), Gunung Slipi (GL), Belakang Gunung TVRI (BG), Gunung Bata-2 (GBA), Sebengkok Waru (SW), Karungan (KR), Perumnas Kampung Empat (KP), Gunung Sepuluh (GH), Gunung Semeru-1 (GM) and Kampung Enam (KN).
