Development of border areas in Indonesia is still not, so that should be the national potential, at this point it is often a national problem with the emergence of issues such as smuggling, environmental destruction, international income inequality and vulnerability. Border region is a strategic area in the era of globalization can be a growing point for regional and national economies. Through regional trade activities between countries can be done easily, quickly and cheaply that will in turn pushes up the production activity, incomes and ultimately the welfare of society.The purpose of this paper is to analyze the performance of border roads in particular pavement layer structure, so as to determine the increase in the implementation of improved pavement layers and layers of development of road pavement structure. From the aspect of geographic regions, has Nunukan Northern border State of Sabah, Malaysia, Northeastern Sulawesi / Makassar Strait, the west the State of Sarawak, Malaysia, and South side Bulungan and Malinau. The results of the analysis and calculation of bearing capacity of subgrade (DDT) 5.250 ton/cm2 results obtained. The results of the calculation of the volume of vehicles passing through the toll Sebatik Island Ring Road at the beginning of Plan Year 2012 obtained under the thick layers of foundation (sub base couse) with a thick layer of pavement structure was 32 cm. plan and in five (5) years, which in 2017 acquired the foundation layer pavement thickness (base couse) was 5.0 cm.
