Application of an open prison model is the convict development system with minimum security whose residents were selected based on the terms that have been determined. Coaching and guidance system implemented to reflect the existing situation and conditions in the surrounding community.Research objectives are: (1) to plan the Open Prison as development of a class II Bayur Prison that is designed to adjust the potential of the region, and (2) to calculate the cost of developing a budget plan Bayur Prison, Samarinda.This research is descriptive and qualitative approach carried out by explaining to the identification of the prison facility and make prediction of Bayur development. The focus of the study was conducted to determine the design development of the open model prison.Study site is located at Jalan Padat Karya-Bayur, North Sempaja urban-village, North Samarinda sub district, Samarinda, East Kalimantan Province.Data collection methods used in this study are: interviews, observation and secondary data collection (notes or literature) relating to Penitentiary.The results showed that: (1) Open Prison Plan can be used as an alternative to Bayur Prison Samarinda development by adjusting the potential area of productive gardens and low land paddy fields as well as cultivate the lowest land contours to be cultivated as a fish pond, (2) Open Prison budget as the development of Bayur Prison can be calculated, which amounted to Rp 10,339,623,000.00 (ten billion, three hundred thirty nine million, six hundred twenty three thousand rupiah). This budget calculations using rates based on the Decree of Samarinda Mayor number 028/585/HK-KS/XI/2009 on Guidelines Standardization Price of Goods and Services Direct and Indirect Expenditures in 2010 with SNI 2008 analysis. Budget Plan of Open Prison include: (a) preparatory work Rp. 846,521,000.00, (b) the main building Rp. 7,666,542,000.00, and supporting facilities Rp. 1,826,560,430.00.
